The Chairman, summarizing the discussion, remarked that the Ministers should decide what use they wished to make of the report before them. Briefly, they could use it as a press communiqué, they could transmit it officially to the Committee of Twenty, or they could use it as internal guidance for the nine Ministers in the Committee of Twenty.
